I just watched the demonstration video on the link. The inventor actually says to put it in before you head out and just leave it there. So the issue isn't why would you use it if there's no time to put it in but rather would you want to walk around all day, to an important meeting or interview (the specific examples he gives for times you don't want your fart to be heard) with something up your anus.

Step 1 - feel a fart coming
Step 2 - hold it with all their might
Step 3 - run into a corner or somesort
Step 4 - take out this thing discreetly
Step 5 - look around for any passerby
Step 6 - drop pants
Step 7 - bend over?
Step 8 - plug own butthole
Step 9 - put pants or clothing back on
Step 10 - turning blue from holding the fart in
Step 11 - finally... the RELEASE!~
Step 12 - repeat step 6 and 7
Step 13 - remove contraption
Step 14 - repeat step 9
Step 15 - feel another fart coming repeat step 1~14 again

by which time, you could have
Step 1 - feel a fart coming
Step 2 - walked towards a crowd watching maybe a street performance
Step 3 - do the dirty
Step 4 - walk away slowly
Step 5 - sit down to have a coffee while you spot some shady person an alleyway turning blue from holding their fart trying to use this contraption

or just simply let it flow out while you walk along and let pedestrian sounds and traffic to cover it up =)
